المذكرة الديبلوماسية شديدة اللهجة التى قدمتها الحكومة المكسيكية للحكومة المصرية، وفقاً لما هو منشور عنها على موقع وزارة الخارجية المكسيكية، ونصه:

Today, on instructions from the Foreign Secretary, Undersecretary Carlos de Icaza summoned the Egyptian ambassador present him with a diplomatic note stating that the Mexican government demands the necessary guarantees to ensure that the victims of the tragic and regrettable attack on September 13, all of them innocent civilians, and their families receive full compensation and reparations. It also reiterates to the Egyptian government the demand for a full, transparent and in-depth investigation that provides, without delay, an objective explanation clarifying the facts, determining who was responsible and punishing them in accordance to the applicable international standards. Lastly, the Foreign Ministry asks that the Mexican government be informed in a timely fashion, through its ambassador in Cairo, about the progress of the special commission formed by the Egyptian government to investigate the attack.
