9M729-Oreshnik (روسية: Орешник, lit.'Hazel')[2] is a Russian hypersonic intermediate-range ballistic missile (IRBM), first announced by Russian president Vladimir Putin during a speech on 21 November 2024. The missile is claimed to have a speed of Mach 10 (12,300 km/h; 7,610 mph; 3.40 km/s),[3] while it is very difficult to intercept.[4]

On 21 November 2024, during the Russo-Ukrainian War, the Oreshnik was first used in combat in an attack which Russia said targeted the PA Pivdenmash facility in the Ukrainian city of Dnipro.[5] Prior to confirmation of the Oleshnik's use, the strike was originally claimed by Ukraine to have been conducted using an intercontinental ballistic missile.[4] The Oleshnik reportedly uses an MIRV payload, which was shown in unverified footage of the attack.[3] The strike occurred after a long-range missile attack by Ukraine in Russia which in turn occurred after the United States, the United Kingdom and France—each a NATO member state—granted the Armed Forces of Ukraine permission to strike targets in Russia using Western-supplied ATACMS and Storm Shadow/SCALP-EG missiles.[6][7] The missile was launched from the city of Astrakhan, likely from the Kapustin Yar training ground.[4]

Analysts stated that the attack sent a message that though it was not carried out with nuclear warheads, a nuclear-equipped strike using the missile was possible, and could occur in the event of further instigation. A director at the CSIS said that the missile's ability to launch multiple warheads differentiated it from other nuclear-capable missiles that had been used against Ukraine and made it extremely challenging to intercept. A Ukrainian military analyst stated that Ukraine's air defence systems are completely incapable of intercepting the missile, and that it cannot be detected in its travel through the upper atmosphere.[4]

US officials note that the missile is still experimental and Russia only has a few in its possession, and that it is unlikely to be regularly deployed against Ukraine.[3]
