المرسوم الپاپوي papal bull، هو نوع معين من رسائل براءات الاختراع أو ميثاق صادر عن بابا الكنيسة الكاثوليكية. It is named after the lead seal (bulla) that was appended to the end in order to authenticate it.

في عام 1146، أصدر البابا يوجين الثالث مرسوما پاپويا بالحملة الصليبية الثانية.
