The original design of the flag was funded by the Coalition Provisional Authority (CPA), who would have been the copyright owner. The CPA was funded by the U.S. Congress $18 billion on the basis it was a federal agency, and the CPA itself asserted that "its sector program management offices (SPMOs) were part of the federal government."[1]
