سوق سيء السمعة أو سوق مشبوه (إنگليزية: notorious market)، هو موقع إلكتروني أو سوق مادي، حيث تبعاً لمكتب التجاري الأمريكي، تحدث انتهاكات واسعة النطاق لحقوق الملكية الفكرية. قام مكتب الممثل التجاري الأمريكي بإنشاء قائمة سنوية بالأسواق سيئة السمعة منذ عام 2006، بعد مدخلات من مجموعات صناعية مختلفة.

التاريخ

منذ 2006،[1] قام أعضاء التحالف الدولي للملكية الفكرية بالاشتراك مع مكتب الممثل التجاري للولايات المتحدة بتقديم قائمة سنوية بالأسواق سيئة السمعة[2] كجزء من التقرير الخاص 301 المقدم إلى الحكومة الفدرالية الأمريكية. تضم القائمة الأسواق الافتراضية (مواقع الويب) والأسواق المادية خارج الولايات المتحدة حيث يحدث انتهاكات واسعة النطاق لحقوق النشر والملكية الفكرية، ويوصي بفرض عقوبات تجارية على البلدان ذات إنفاذ حماية حقوق النشر الضعيف. منذ عام 2010، تُصدر القائمة بشكل منفصل كجزء من مراجعة خارج الدورة بين تقديم التقارير الرئيسية.[3]

في حين أن قائمة الأسواق لا تشكل بشكل مباشر سياسة التجارة الوطنية، كما يقول التقرير، "تشجع الولايات المتحدة السلطات المسؤولة على تكثيف الجهود لمكافحة القرصنة والتزوير في هذه الأسواق وما شابهها".[‡ 1]
